Petit Planet multiplayer
Progress is described as shared across PC and mobile. Other planets can appear in your sky for a visit. The Galactic Bazaar is the social hub. A player cap is not published.
What is described
Noisy Pixel and Gurugamer describe cross-device progress. Game*Spark and Noisy Pixel describe the bazaar as a place for trade, events, and small games, and they describe other planets in the sky. Whether a friend can edit your buildings is not in those articles.
Cross-device progression means continuing an account on another supported device. Cross-platform matchmaking is a different feature and is not established by that statement alone. The ESRB Users Interact label also does not specify platform compatibility or a player cap.

Is Petit Planet multiplayer?
Yes for visits and the bazaar. A maximum party size is not published.
Can a friend edit my planet?
That permission is not in the public previews. The cell stays empty.
