Meeting and settling
For standard invite neighbors, the wiki’s Neighbor guide describes a first Starsea encounter, a second encounter that enables a visit, then a small quest before settling when capacity is available. Seasonal availability must be read with the individual profile; this general route does not establish that every neighbor is currently obtainable.
Version notes
The wiki records Heyu as introduced in the Final Beta and identifies him as a seasonal neighbor. His hot-spring profile matches the bathtub and water-feature tags; seafood is explicitly in the dislikes column despite his innkeeper role.
